WORK EXPERIENCE

General Counsel, CSM-DANCO, CRAIG E.B.D, Shore Based Operation, Guyana  (2018 – Present)

Advised on all matters of Legal and compliance related to the emerging hydrocarbon industry in Guyana for the establishment and operation of the CSM-Danco Shore Base Operation.

Negotiated and drafted all agreements including shareholders and other agreements with government and nonstate actors for the provision of essential services at the CSM-Danco Shore Base Operation.

Development Policy Consultant, Ministry of the Presidency, Republic of Guyana    (May 2015 – May 2016)

Drafted the Policy for the establishment of Guyana’s first waste to energy plant at Haags Bosch, East Bank Demerara Dumpsite and completed the stakeholder map for the implementation of this policy.

Contributed to the policy for low income housing for Guyana.

Legal Counsel & Consultant, Ministry of  Gender, Youth & Child Development, Trinidad & Tobago (Jan 2015 – Sept 2015)

Establishment of the Inaugural National Youth Commission of Trinidad and Tobago

Counsel and Primary Legal Consultant to the Ministry in drafting the legal statutes, operational plans, designing youth engagement and consultation policy, business plan, human resource policy, strategic plans and objectives for Trinidad and Tobago’s National Youth Commission which was launched in August 2015 by Trinidad & Tobago’s President.

Interviewed and appointed the Commissioners who will exercise the statutory powers conferred on the Commission.

Principal Legal Advisor, Attorney-General and Ministry of Legal Affairs of Guyana  (Sept 2012 – Jan 2015)

United Nations Office on Drugs and Crime Caribbean Asset Recovery Treaty

Guyana’s Ambassador at UNODC Caribbean Community (CARICOM) Asset Recovery and Forfeiture of the Proceeds of Crime Treaty Drafting and Negotiation where I drafted the terms of this treaty with 13 States.

National Technical Working Group (NTWG): European Union Forest Legality Enforcement Governance and Trade (FLEGT)

Representative of the Attorney-General on the NTWG established to manage Guyana’s Forestry Sector’s accession to the European Union FLEGT Protocol.

Principal Legal Advisor and representative of the Government of Guyana at negotiations with the European Union to finalize the terms of the Voluntary Partnership Agreement for Timber Trade between Guyana and the EU.

Drafted key legal timber and national public consultation strategy legislation that was mandated by the EU

Secured funding and capacity building opportunities for Guyana’s forest industry regulators through the UK’s Department for International Development and Food and Agricultural Organisation (FAO)

Caribbean Council of Legal Education: 12 State Body established to administer legal education in CARICOM.

Spearheaded legal education reform in Guyana by representing the Attorney-General on the Council of Legal Education.
